Tap an unlocked block on a whiteboard and you can access the link from the popup menu (while risking moving the block!). Tap a locked block and you go straight into text edit mode.
Tapping a locked and linked block should just link to the linked page.
Text should only be editable by unlocking the block (same as with editing block colour and size).
(I use the iPadOS version)
I have found a workaround, for now, which is to type out a page reference (with an alias, because I use hierarchical names) inside the block, instead.
BTW, when ‘show brackets’ is set to ‘off’, tapping a block—locked or unlocked—containing only a page reference (no alias or other text), to edit the page reference, is almost impossible.
