Think it is the intended way. It bothered me at first. Now I kind of adopted to work with it. Maybe a setting for how it should work in general or even better two types of block references would be a good addition though.
Block embeds always show the entire block if I am not mistaken. However I never use them because they look so ugly and also show all child blocks which is obviously not wanted for a mere reference.
