Linked References don't show up if tags are the only thing on parent

If I create the following structure in a journal:

- #health #diary
  - Some stuff here
  - Some more stuff

then that block (with its children) will not be visible in Linked References for #health. But if I change the first line like this:

- #health #diary Text
  - Some stuff here
  - Some more stuff

then the whole block (with children) shows up in Linked References. Is this a bug? It seems like it, since tags are supposed to be inherited by child blocks.
