"New page" should not be the first option in search

I’m having RSI just from pressing down in the search field to go to the first result

I’d love to be able to change that behavior to something like - create new page from search using a modifier key, by default show search results and focus on the first one, when holding a modifier offer to create a page

I also like the idea of it being last, so you can just press up to get to it quickly (wrapping around from the top)

Is this something that could be customized with a plugin? I never want to create a new page/whiteboard through the search interface.
