In newer versions of Chrome, it is possible to share to PWAs with a correctly configured manifest.json:
I’m not an experienced PWA developer, but this sounds rather doable even for a novice.

Yes, it’s a desired feature, we have a feat/pwa branch which can be installed as a PWA app, but it doesn’t support fully offline for the record, you can fork that branch and submit a PR if you’d like to add the share feature!
