Unable to use plugins offline

Hi all,
I work in an environment that does not have direct access to the internet (nor can I proxy). Am I missing a configuration to be able to use plugins when not connected?
I’ve downloaded the repos and turned on developer mode to install them.

  • In a similar situation, unpacked plug-ins work for me.
  • Some plug-ins may load resources from the network
    • these resources should be downloaded and the plug-in code edited to load from a local file instead
