Zoom does not work in navigation mode

Moving a block up/down only works in edit mode and not in navigation mode

I am reporting this unexpected behaviour as a bug, as it goes against what is probably intended. Moving a block up/down only works only in edit mode and not in navigation mode. This is contrary to the usual behaviour that actions are available in both modes, such as folding/unfolding blocks, which also works in both modes.

The “zoom” function also only works in edit mode.
The arguments for having zoom work in navigation mode are the same, but here even stronger.

Firstly, “zoom” is undoubtedly not an edit function and secondly, zoom can already be activated in navigation mode via the mouse (click on the bullet points).

So I assume this is not intentional. Having zoom also in navigation mode would be another step towards reducing the barriers between the two modes.
